Government Directive on Student Fare Concessions in Public Transportation

The Government of Nepal, under the Ministry of Physical Infrastructure and Transport, Department of Transport Management, has issued an official directive regarding the provision of fare concessions for students in public transportation.

According to the notice, the decision was made following discussions and coordination among relevant stakeholders, including government authorities, the Ministry, and representatives from the transport sector. The directive specifically addresses concerns related to the implementation of student discounts in public vehicles.

The Department has emphasized that students must be provided with the legally mandated concession on public transportation fares. Despite existing policies and repeated instructions from the Government of Nepal, it has been observed that students have not consistently received these benefits in practice. Complaints from various platforms, including “Hello Government” and other grievance channels, have highlighted the lack of effective implementation.

In response, the Department has formally instructed all concerned transport organizations and stakeholders—including national and central transport associations—to ensure the proper and immediate enforcement of student fare concessions. The directive clearly states that denying such benefits to students is unacceptable and must be corrected without delay.

Furthermore, the notice serves as a reminder of the government's commitment to supporting students and ensuring equitable access to transportation. It reinforces that all transport operators are obligated to comply with the policy and facilitate students with the appropriate discounted fares as per the prevailing regulations.

This move is expected to strengthen accountability within the transportation sector and ensure that students across the country can benefit from the provisions designed to support their education and daily commute.
